Port Hawkesbury from high up The Port Hawkesbury Town Council operates its daily business using the Chief Administrative Officer (C.A.O.) form of management. The Municipal Government Act establishes the Council and Chief Administrative Office relationship. The Chief Administrative Office is responsible to the Council for ‘the proper administration of the affairs of the municipality in accordance with the by-laws of the municipality and the policies adopted by the Council. The Council shall communicate with the employees of the municipality solely through the Chief Administrative Officer, except that the Council may communicate with the employees of the municipality to obtain or provide information.

Currently, there are four service divisions within the Town. They include Community Services (Police, Fire and Public Works); Parks and Recreation; Financial Services; and, Civic Centre operations. Directors, or managers, are appointed for each of the service divisions. The Director of Finance is also the deputy Chief Administrative Officer and acts in the absence of the C.A.O.
